at the time the 18 was designed/constructed, the EMALS was not yet ready. Steam caterpults, which are shorter, were intended. When the EMALS became available, the steam cat was dumped. That is how it ended up with the 2 blast deflectors partly blocking the landing runway and the forward elevator.

The 19, 20, etc will not have the same problem.
