some structural engineers to heavily bolt up these joints.  They have some good shear wall system. That is good enough to resist lots of semisic lateral force. But the joint is very weak. Probably it has not been heavily bolted.  It can break apart when enormous amount of force is loaded. Earthquake tend to attack the weakest link of the building. Most likely it attack the joint and causing collapse. Shear wall by itselt cant prevent the building from collapse. It has to go hand in hand with the joints.
