Altitudes between 20km and 50km are relatively quieter than betlow 20km and above 100km. I think those altitudes are mostly used by weather balloons. Countries are trying them out for other usages, e.g., to provide Internet access, communications. Soon, we may see more "airships" flying at those altitudes.
