As for interest, I think the state must at least guarantee and protect some individual interest/rights even at the cost of public interest, because there is no public if there is no individual. Just like the idiom says, In a broken nest there are no whole eggs. But what use of nest if it can't protect the eggs. Finding the right balance is of course another question.
