Primarily it is designed to withstand all the force targetting China during the Sino-USSR split to ensure its survival couple decades ago. Now the capability is much more improved with the bombers, submarines and the advance in rocketry.

I doubt any ones can challenge China on this. I mean anyone who challenge China, they will be gone too.
