WS-20 engines are being used on Y-20s.

I think it could be a certification issue as the engine is new and unproven yet to carry passengers. And as you said, less efficent.

WS-20 thrust is comparable to CFM Leap WS-20 is rated at 120,000–140,000 N; 26,000–31,000 lbf
