to administer well thought out long term policies in anticipation of coming challenges.  One thing China is bad at are the intelligent nerdy technocrats in charge are not including equally intelligent creative people in the government who can help China's policy to be more organic and human-centric.  An organic-techno mixed China will yield better soft power.  Humans are organic beings not computers.  You can't just chain up someone's home for months because of Covid without them going crazy.
