but GPU is more specialized than general purpose CPU, their core is much smaller, reaching thousands of cores. The calculation GPU performed can be splitted by nature, so the more core the faster they complete calculation. Another factor is memory bandwidth, so they use expensive high end memory, while CPU only need relatively small amount of memory cache. High end GPU literally have memory integrated into the chip directly, thus require high end fab process.
