Belarus border when Russian force come in from the north? Or the annexed regions such as Kherson, Zaporizhzhia, or Donbas? Or Bakhmut where Ukraine force are retreating? Or a city perhaps Kiev or Odesa, if they want a more believable false flag?Ukraine force had been shelling ZNPP. IAEA visited the site and pretended they didn't see it. Since mid Oct, China, India, Egypt, Turkey etc embassies have issued call for their citizen to leave Ukraine.
