First is the US, by far, with Biden already threatened to put an end to Nord Stream in Feb, and told the reporter who questioned him don't doubt the US can end it even if Germany is in control of it. Now you know what he meant by putting an end to Nord Stream doesn;t need the German consent. The second most likely is the UK, having both motives and means. If Bojo the Clown is still the UK PM, then that'd escalate the likelihood of UK carrying out the attack. But the clown has lost his job. The third is Poland, have the motives but with the least means. With Poland ex-FM genuinely thanking the US, it's likely they're not the one. They just felt overjoyed. Baltic states and Ukraine also have strong motives but lack the means.

Russia had already shut the pipeline at St Petersburg, they owned the pipeline, and definitely hoped that German would come to their sense eventually. Germany has no lack of people asking for reopening of Nord Stream. Scholz paid special visit to Canada to ask Trudeau to return the withheld turbine to Gazprom. This two invested heavily, harboring the hope for reopening of Nord Stream, and can greatly benefit from reopening, can be ruled out. The rest of Europe don't have motive or strong enough motive.
