Assuming 3 squadrons for a total of 36 fighters with 12 downstairs and 24 upstairs, at the end of the day you would need to find room to park 23 of them on the flight deck but off the landing strip while that last one lands. You could MAYBE squeeze 17 or 18 of them off the flight strip on the starboard side of the flight strip and maybe a single one on the port side, but 23? No way.3 squadrons of 10 fighters = 30 may be doable if you only have to deal with 18 total on the flight deck at a time.
