To suggest otherwise is irrational. Taking only Penghu means you have troops bottled up on tiny islands that can't go anywhere or be resupplied, plus taking Penghu without Taiwan only pisses TIers off and strengthens their will to fight. If on the other hand the PLA is not able to take Taiwan yet it takes Penghu, then Penghu cannot be defended and will be quickly lost. The rational thing to do is go big or go home, and the PLA is pretty close to being able to go big, so why even talk about taking Penghu without taking Taiwan? Penghu will naturally fall when Taiwan falls because resupply is impossible. Penghu doesn't even make sense as a staging area because you would have to ship things there (where they could get bombed) before shipping them to Taiwan. It's not worth adding an extra level of complexity over such a short distance, any mainland port would be better because it would be defended and things can be shipped there by land. I do not understand your reasoning when you focus on Penghu.
