where's the argument of sub versus carrier? At that time PLA was told to operate business to fund itself. US bombing of embassy was the true wake up call, the naive faction finally silenced. PLA no longer had to operate business. Zhu was sent to Turkey to offer some economic packages such as promotion of Turkey as tourism destination etc for the release of Varyag through Bosporus strait. That argument of sub vs carrier was at the new millennium after arrival of Varyag.
