AND to build  a navy that can dominate the near seas of China. Once China has accomplish the 2, there is no need to abandon No First Use.

The situation with NK is different. NK's nuclear deterent has no value if it declares No First Use, because its conventional arms is so weak compared with those of the US's. Declaring No First Use would become an invitation for invasion-- not counting the almost certain China intervention which it does not want to depend on totally. With nulear weapons and ICBMs, NK has the potential to kill more Americans than there are NKoreans-- ONLY IF it can use its nuclear arms before they are destroyed. This, I think, gives credibility to its deterent value.
