I mean, the sincere thing to do is for the one "who made the mistake" to publicly apologize, not the "victims" publicly announcing they have received apology. Clearly, Israel want to save face and avoid getting into conflict with Russia. Unfortunately for them, Russia is not in the mood to play nice today.
