The strategy aims to promote more efficient production, distribution, circulation and consumption, while making China an even bigger magnet for global companies and investment, according to guidelines released on Sunday by the Central Committee of the Communist Party and the State Council.They basically said two things.
1. China is most definitely going the self-sufficiency route, with policies such as China 2025 leading the way.
2. China will remain an open market to anyone who wishes to participate.
In other words, there is still room for others inside the Chinese market, but China will strive to be near the leading edge of all industries, if that is possible.
This is not being exclusionary, this is extreme competition.
