Facebook, Instragram, Tiktok, Netflix, WeChat in couple weeks.... It is not that hard.  Any competent sofware developer would have a framework library of these.  Advance chip manufacturing, not design, however requires tons of deeper undersranding in hardcore science like electronic, physic, engineering and material science and tons of experiences in experiment.
