I would call it:

Endowment for Post-Colonial Healing.  A NGO that receives funds from "donors".

Provides grants and funding to NGOs to fight against colonial legacies.  I would first fund the Native American organizations in both the US and Canada.

Provide start up seed fund for starting NGOs.

I would fund South American NGOs in pushing out Western corporations taking advantage of the Central and South American countries and laborers.
