I think the usual cutoff for "low" bypass is around 1.5 BPR.

And the more high-performance/high-operating speed the fighter turbofan is intended to be, the lower the bypass ratio. Since we are talking about the same fighter (J-20), I would think the bypass ratios for WS-10 and WS-15 to be similar, and so the question is, are the engines going to be similar enough so that there can be a simple drop-in exchange when it comes time to re-engine the original J-20s.
