A lot of former soviet states that are in EU today, led by young liberals who despise communism. Some are reverting back into authoritarianism, and that terrified the liberals in other former soviet states. With the new tension with the Russians, their anxiety went through the roof. These countries joining and looking at EU as cash cows, but they look at the US as their protector against the return of communism. They see China rise as the strengthening of Russia and other authoritarians because China share the same communist ideology with Soviet, even though Russia isn't a communist anymore, and China is only a communist in name. It is very easy for the US to manipulate these states as its proxies in the EU, to steer EU into confrontation stance with China. EU "leaders" like Germany and France are sleeping at the front seats, they trust the US too much, thinking the US will not harm them.

For Lithuania, I heard its main export is laser, used a lot in semiconductor and electronic industry, which is Taiwan's speciality. I think China just target that export with sanction. I bet TSMC and Foxconn got the letter already.
