Most people are actually kinda pessimistic about the vaccine. There are news of people getting paralyzed or even died after taking vaccine, especially the astra zaneca one. Rather than efficacy, they are more worried about side effect. For them, as long as it can protect them to a degree without harmful side effect, that is good enough.
