In the 14th five year plan, the forming of 19 city cluster is outlined in this figure 3. Each city cluster in the dotted line could be served by a vast metro network while inter city cluster linked by high speed rail.
According to 宁南山, these 19 city clusters constituted 75% of the urban population, 45% of the total population and contributed 80% of the national GDP. The plan is to urbanize and increase the urban population to 65% by the end of the 14th five year plan.
The interesting point is, 45% of the population in these 19 city clusters contributed to 80% of the national GDP in 2020. Using GDP of USD 15.42 trilion, population 1.439 billion in 2020, this means the average GDP per capita in these 19 city cluster is USD 19,050 for around 648 million people, while the rest of 791 million people GDP per capita is USD 3,897 in 2020. Then you understand why they want to move more rural people into city and town.
In comparison, Portugal GDP per capita is USD 21,610, and Indonesia GDP per capita is USD 4,040 in 2020.
