to buy equipment for the 28nm, 14nm process, this means banning these equipments will not stop SMIC because domestic replacement are around the corner.Right now, equipments for the 5nm process, such as the EUV lithographic machine are still banned because replacement is still some time away. But foundry like SMIC already started research because they know EUV machine will be available later on, one way or the other, i.e. either the US will grant the license or they will use the domestic equipment. In the near term, the focus is on nailing the 28nm, 14nm, and 7nm process, with these, over 90% of the chip production will be covered.
