if the mission is limited to a quick forth and back trip without staying long on Mars, provided they’re willing to fund it, and without waiting for a plan for long term goals, i.e. don't get over ambitious.

Same for China once the manned lunar mission is completed. All the current known Mars mission are replication of the current Chang'e missions, including the search for water/ice.

So in the end, with China catching up, US will have to go sooner than later, before China get into the same footing as the US.
