I am mot sure but the article says, "Jon Grevatt, an Asia-Pacific analyst at defence industry publisher Janes, said the new AESA radar would give the KJ-600 a greater range for detecting and tracking targets."

Since it is a AESA radar, the dome should be non-rotating.

What do you mean by "single-point failure"? Do you mean in the direction of 60 deg. from the normal of each of the 3 AESA arrays?
