Since we have a clear indication what Chinese policy will be the next decade or longer, with catch phrases like duo-circulation and BRI, there are other people in the world who plot and scheme against China. We can compare these two competing plans/strategies reflected in these two articles.

There does seem to be some urgency on all sides.

Too bad this article is too long and too boring, and does not say much. They want to gang up to together, in order to confront the challenge of China. After they gang up together, they do not say much because they have no clue what the next move is. Sounds like they want their cake and eat it too strategy, which is not a strategy but more like a wish to Santi Claus.
