The answer is simple, becoz the incompetent Hindia has lousy logistics they've to scramble to buy so many things at the last minute, from weapon, ammunition, to winter gears and so on. And more importantly they can't manufacture the required things domestically. It's amazing they even put these in power points, they want to present to the Hindian front line soldiers convincing them they don't need heated, oxygen enriched barrack or what?
Recently, PLA newly designed, self assembly, self sufficiency make shift barrack have been deployed to front line regions in Xinjiang and Tibet that are 5,000 m above sea level. The barracks are assembled by the soldiers from parts shipped to the destination without the use of machinery. It is powered by solar panels without reliance on external power source. Even in region of -40°C, the interior can be kept above 15°C. It provide front line soldiers with accommodation, dining, bath, electricity, heat and other living necessities.
