The west can be thought of as America, who is preoccupied with social issues and trying to restart the economy. Then there is Europe, Brexit, trying to restart the economy yet again.
Two words, external and internal.
The west will be paying the most attention to their internal issues, and not external issues like China.
China on the other hand, with the RCEP trade deal, will be looking outwards towards ASEAN and outwards towards the Middle East and Africa with the BRI. China should be looking to deepen external relationships the next couple of years.
