If it can't flap, its no ornithopter 'technically'.

The heaviest flight capable birds ever exist weight between  40 to 60 lbs; they take off after running or jumping off from height.

Hi tech powered glider made of tuff composite material carrying 4 persons I think is workable but flapping make no sense. Airrakis air density and gravity aren't too different from those of Earth I read
