not so when you're the first to discover the virus, understand very little about it, assumptions that it's SARS like virus were proven wrong, no cure, no vaccine, no one has immunity, and no external reference because you're the only one that was hit, and hard hit with no end in sight.You'd tend to take drastic measures and do everything you can, if you're smart, endure the short pain rather than a long pain in the a$$. As it turn out, you either cut lost to both the people and the economy at the earliest chance, or you suffer heavy lost to both. It's not a multiple choice question of saving people's life or the economy.
