They are afraid to admit their data systems are thoroughly compromised and their intellectual property is stolen.  Admitting so would result in their stock price crashing and affect their pay and bonuses, maybe even result in their replacement.  That is why they fold their hands in their laps, stare at their navels and mumble incomprehensively when they are shown evidence that they were compromised by Chinese industrial espionage.
