Definitely not an American as most of them are not that sophisticated to be so detailed and targeted.  

If he is one of those Taiwan/HK nationalists, he can have a wide array of topics to stir up better than this.

My take is, if he is not Indian, he is a Chinese to stir up some nationalist sentiments here.
