The United States government at the highest levels were following the Wuhan coronavirus outbreak in great detail. They knew what was going on. Certainly they did not have all the details, they had the most important ones; viral outbreak, novel coronavirus, highly contagious R-naught around 3, and it kills quickly. These leaked memos clearly an exercise in ass covering. They knew what was happening and did nothing. In fact, Navarro had to write not one but two, TWO!, two memos. The article has pictures of the memos. Page 7 of the memo claims to rely on information the Chinese provided to the Americans, warnings that came to pass since they were ignored.
