Unless all of them were quarantined for two weeks immediately after returning to the ships. Even then there’re too many of them having gone onshore to be quarantined in the tight compartments. Of course you’ve to distrust the numbers published by the Vietnamese in the first place. But then you should have postponed the event in the first place. And what happened to trust? This event is supposed to showcase mutual trust, now it’s a showcase of covidiots attending corona party.
