What it means is an employer/biz operator in the unorganised sector is not registered with the gov for tax purpose.

It doesn't mean the employees are 'organised' or unionised.

For example a burger flipper at McDonald belongs to the organised sector.

A construction worker often is not. A snake charmer definitely is not.
