My guess is that President Trump does now want to order a lock down, as that would be unpopular with his supporters, therefore he waits and lets the individual states lead by their governors to issue the lock down.Since the economy is going to tank when people are told to stay at home and go bankrupt, Trump escapes the blame because he did not order the lock down. Then he will say the virus came from China.
That ain't leadership!? What the hell is that!
This is an emergency, and Trump is saying, playing, "not my fault" for the future.

The election of President Trump was predicated on grievances. Briefly, many in America believed they got the short end of the stick, and it was not their fault.
