It sounds suspiciously like the claims about 15-20 years ago that there were actually FOUR Type 092 subs, all numbered 406 for some reason. The only people outside PLAN who would really know are US intel, not some online forums. I would caution against overstating PLA capabilities in general, it's better to speak softly and carry a big stick (unlike Iran or India). If the claims are real, then that has just drawn the attention of US spies and those who would tout a China threat to incite Americans, while if they are not real then the PLA has to deal with the embarassment once the truth becomes known. Better to err on the side of caution, and better for China to hide her strength.
