to a target anywhere on earth. Namely a device similar to the Tsar Bomba which had a mass of 27 tons. If a CZ-5 could lift 25 tons to LEO, surely it could plant a 27 ton nuclear bomb anywhere on the surface? And if it could do that, could a smaller rocket also do it? Maybe a rapid launch rocket like the CZ-11?
