A likely scenario is: after many delays, the hi-spped rail finally got built but due to many factors, it isn't as hi-speed as it's supposed to be, like many smaller towns want the train to stop at their places, so slow down the overall speed. Per passenger-km, it could be a larger money loser than the japan or china lines.
