placate the rioter. Carrie Lam even went as far as seeking to hire eight Western PR firms to portray the government in good light. And of course six of them rejected her request, two gave her irrelevant advises. Eventually she came up with her "political" solution, compromise to the rioter's requests, but she didn't have the authority to compromise on all requests. Naturally all these placate only emboldened and prolonged the riots, which should have been contained early on in the first month.

The riots are not subsiding, without consequences, they didn't need mass rally, small pockets of rioter consisting of hundreds or just dozens were enough. And the violence are escalating, terrorizing and beating up of people become frequent only in the past month, attacking the police, targeting the children of the police and so on, happen in later months. Now in Oct, they dared to attack police with guns resulting in two shooting.

What need to be done, is for these rioters to be held accountable, brought to justice, criminalized and serve their sentence. Prioritize the mastermind, deep pocket, well known, and/or frequent rioters. But first unmask them so they can be identified.

This law is to restore order to the society and have nothing to do with non-rioters.

And forget about exposing them. The locals already know, the mainland Chinese also know because they're the targets and victims of violence. As for the West, they live under censorship, courtesy of Google, Facebook, Tweeters and other media.
