Addiction treatment methods need to be evidence based (remember the chicken blood therapy from the 1960s?). Also, if treatment isn't made compulsory then addicts have no incentive to give up their addiction (addicts won't usually seek treatment, they'd rather have drugs) - the US is not going to be able to solve her massive and pervasive drug problem without forcing addicts into treatment and simultaneously executing those distributing/manufacturing drugs. That's what the real Chairman Mao did, but Americans will never see the political necessity to do so.
