Those remote and poor soil areas is difficult for arigcultural and they dont have that money for massive investment like water supply to carry on their farmings! Kibbutz farms can collects all these people can do the skills they were capable and produce in an industrial scale!  Not all the soil and climate were suitable for farming in China! Transportation made their products expensive they cant afford! They were very poor farmers!
