unless Indonesia does not grant citizenship to locally-born persons of Chinese origin, then in that case the ROC gives them passports. But I don't think that's the case, and I think almost all of these people have Indonesian citizenship which they are not willing to give up, nor are most likely to be able to integrate into Chinese society.
