1)It's entirely within easy reach of the yanks, since it'll be held in a 3rd country, and all the intention. The only locale exception will be China or russia but it's unlikely the yanks will agree.

2)Some fractions within the N Korea ruling elite will be glad to see Kim blown up or poisoned.
