First of all, though certain hindu politicians(like their ex-PM Singh) might say they want to make certain indian city into another shanghai or watever, so far I haven't read any of them claim new dehli /bombay is better than major chinese cities. I also advice u not to try to look witty. Even some decades ago, one had no problem finding destitute places in urban  superpower US and some glamorous spots in the turd world.
