3)The fastest way sure would be pre-fab concrete or steelwork. My impression is it might not be that expensive, sure way less than a chinese hi speed rail of the same length. Could be patrolled by robotic vehicles if armed WN militia aren't available at some portions. Actually a boost to US steel&cement industry
