It's merely a difference in doctrine/SOP. Chinese navy used the first operational cruise (to the Arabian Sea/Coast of Somalia) as realistic training, while US does not. Most of the Chinese ships in production are also technically mature and had multiple units in operation, so the crew of the newly commissioned ships have crews that are already experienced, and ship themselves have less problem. LCS in comparison is technically immature, undermanned, and still trying to find a way to make use of its capability and avoiding its shortcomings. He cannot say this because he cannot be seen criticizing the holy cow of LCS.
