establishing military base only make sense and justified if you build it far away to support your military far from home. When you establish it in your neighbor territory, it is expansionism. I doubt the nepalis will take it lightly. Nepal is a friendly neighbor who have help China with Tibetan issue. Now you want to turn this friendly neighbor into hostile one? Might as well get an Indian citizenship while you're doing it.
