A while ago, I read even the BRs said they need more 'boots' on the ground. Consequence of a manpower cut:

1)Junior officers could stage a rebellion bcos of  unemployment, middle ranking officers will complain lack of promotion opportunity bcos less grunts & junior oficers to lead. Manpower expenses will remain the same for a long time bcos of pension

2)BJP will be cursed(if not rioting) by young low caste hindus who want to join the army which still is source of decent career by hindu standard.

For comparision,it took the PLA decades(since early 80s)to trim manpower and china could provide more industrial jobs and china also has lower birth rate
