In normal law and order or even security situation, you only need to use the police or army to control the situation but why involve the people unless something is very serious is going to happen that your survival cannot be assured by the Government. Hope the government will be be more frank to alert the people what to look for to avoid. No point telling the people to be careful without telling them what to be careful for?
